Bishkek, 24.02.26. /Kabar/. Deputy Minister of Economy and Commerce of the KR Meder Tumanov held an on-site meeting in the Ak-Suu district of the Issyk-Kul region on February 21. The meeting was held to monitor the implementation of a large-scale investment project of state importance — the “Year-round Ski Tourism Cluster ‘Ala-Too Resort'”, and to assess the effectiveness of fulfilling the obligations undertaken.
As noted in the Ministry of Economy, in accordance with the resolution of the Cabinet of Ministers of the Kyrgyz Republic dated October 6, 2025 No. 638, the state enterprise was transformed into JSC “Ala-Too Resort”, whose sole shareholder is the Ministry of Economy and Commerce of the KR.
The ministry recalled that the project of state importance “Year-round Ski Tourism Cluster ‘Ala-Too Resort'” is being implemented on the territories of the resorts Zhyrgalan, Ak-Bulak and Boz-Uchuk in the Ak-Suu district of the Issyk-Kul region. It is aimed at creating a modern year-round tourist center of international level.

The implementation of the project is planned in stages until 2038.
It is known that for the implementation of the first phase of the project on the “Zhyrgalan” site, the Cabinet of Ministers of the Kyrgyz Republic has determined the leading Austrian company — a world leader in the design, production and construction of cable cars — Doppelmayr Seilbahnen GmbH, which acts as a supplier of services for the design, supply and construction of cable infrastructure.
The first stage of the auction for the sale of land plots in the tourist town of “Zhyrgalan” took place in July 2025, as a result of which more than 14 objects were sold. The second stage of the auction is scheduled for February 2026, during which it is planned to put up more than 35 objects.
The project provides for the phased development of ski, hotel, commercial and engineering infrastructure, including the construction of cable cars, slopes, accommodation facilities of various categories, as well as landscaping facilities.
It is clarified that during the meeting, participants familiarized themselves with the current state of project implementation and the results of engineering and geological surveys of the territories of tourist towns and cable infrastructure construction facilities, the implementation of which is ahead of the established schedule. A report from the executive body of the Company was heard, and issues of compliance with implementation deadlines and the use of financial resources were discussed.
Meder Tumanov noted that the state ensures the construction of basic engineering infrastructure, including roads, electricity supply, water supply, sanitation and communications. In addition, investor support is organized on the principle of a “single window” with ensuring transparent interaction procedures.
“For the state as a shareholder, it is crucial to ensure the transparency of project implementation, compliance with deadlines, effective use of investments and timely elimination of identified comments. The ‘Ala-Too Resort’ project is strategic and has the status of a project of state importance for the development of the tourism industry and the regional economy,” said Meder Tumanov.
It is noted that the Ministry of Economy and Commerce will continue to coordinate work and monitor the implementation of the project as a shareholder of the Company.
