– On December 31, 2025, a resolution was adopted approving the agreement on cooperation with the Government of Tajikistan in the field of tourism.
The document was signed on July 8, 2025, in Dushanbe and is aimed at strengthening bilateral ties in the tourism sector.
The implementation of the agreement will be carried out by the Ministry of Economy and Commerce of the Kyrgyz Republic.
The Ministry of Foreign Affairs has also been tasked with notifying the Tajik side of the completion of all necessary procedures in the country.
The agreement provides for the expansion of cooperation in promoting tourist destinations and brands, such as the “Great Silk Road”, as well as the development of ecotourism, ethno-tourism, mountaineering, rafting, and medical tourism. Attention is also focused on attracting investments for the construction of tourism infrastructure.
The document covers issues of experience exchange in hotel management, staff training, organization of joint exhibitions, forums, and advertising campaigns, as well as ensuring tourist safety.
The agreement will be valid for 5 years with automatic extension for subsequent five-year periods. It will enter into force ten days after official publication.

AGREEMENT
between the Cabinet of Ministers of the Kyrgyz Republic and the Government of the Republic of Tajikistan on cooperation in the field of tourism
Dushanbe, July 8, 2025
The Cabinet of Ministers of the Kyrgyz Republic and the Government of the Republic of Tajikistan, hereinafter referred to as the Parties,
in order to create favorable conditions for the development of tourism and better acquaintance with the cultural life of the population of the states of the Parties;
recognizing mutual interest in close and long-term cooperation in the field of tourism;
desiring to develop relations between the states of the Parties in the field of tourism, as well as between their national entities of tourist activities;
taking into account the important role of tourism in the economic, social, and cultural progress of the states of the Parties;
striving to achieve effective cooperation of the Parties in the field of tourism;
have agreed as follows:
Article 1.
The Parties shall promote the expansion of cooperation in the field of tourism in order to familiarize citizens of one state with achievements in the fields of science, economy, social development, culture, natural attractions, as well as historical and cultural monuments and traditions of the peoples of the other state.
Cooperation is carried out on the basis of equality, mutual benefit, in accordance with the legislation of the states of the Parties, the provisions of this Agreement, and international treaties of which the states of the Parties are participants.
Article 2.
The Parties support close cooperation between authorized state bodies and tourist organizations, as well as other organizations involved in the development of international and domestic tourism.
The Parties promote the promotion of joint tourist routes and brands, such as the “Great Silk Road”, through the organization of international conferences, forums, seminars, and exhibitions, as well as publications in the mass media and the Internet.
Article 3.
The Parties cooperate in the following areas:
– advertising in the media;
– conducting events to develop tourism, including group and individual tourism to attend sports, musical, theatrical, and folklore festivals;
– participation in tourist fairs and exhibitions;
– organization of familiarization trips for representatives of tourist organizations and the media;
– development of mountaineering, rafting, ethno- and eco-tourism, health resort tourism;
– attracting investments in the tourism sector, including the construction of facilities;
– development of medical and sports tourism;
– development of transport and logistics innovations;
– development of gastronomic tourism;
– exchange of experience in hotel management;
– staff training and internships for tourism industry workers;
– exchange of information in the field of tourism, including the creation of tourist complexes and recreation areas;
– assistance in the implementation of research and projects for tourism development;
– distribution of tourist publications and materials, including audio and video, promoting tourist potential.
Article 4.
The Parties facilitate the dissemination of information and advertising materials about the tourist and historical-cultural potential through national tourist offices in third countries and support tourist trips from these countries.
The Parties take measures to protect the rights and legitimate interests of tourists located on the territory of the other state, including evacuation in emergency situations.
Article 5.
The Parties coordinate cooperation within the framework of the World Tourism Organization.
Article 6.
All disputes and differences shall be resolved through consultations and negotiations.
Article 7.
The Agreement does not affect the rights and obligations of the Parties under other international treaties.
Article 8.
Expenses related to the implementation of the Agreement shall be borne by each Party in accordance with its legislation and financial resources.
Article 9.
The Agreement may be supplemented by agreement of the parties.
Article 10.
Authorized bodies have been appointed to implement the Agreement:
– on the Kyrgyz side – the Tourism Department under the Ministry of Economy and Commerce;
– on the Tajik side – the Committee for Tourism Development under the Government.
Article 11.
The Agreement shall enter into force from the date of receipt of the last notification on the completion of the necessary procedures.
The Agreement shall remain in force for 5 years with automatic extension unless one of the parties notifies of termination no later than 6 months before the expiration of the term.
Termination of the Agreement shall not affect projects concluded during its validity period unless otherwise agreed.
Done in Dushanbe on July 8, 2025, in two copies in Kyrgyz, Tajik, and Russian languages.
In case of discrepancies, the text in Russian shall prevail.
