Foreign citizens and stateless persons who have violated the requirements of the migration legislation of Kyrgyzstan can take advantage of the opportunity to voluntarily leave the territory of the country from July 1 to 31 without the application of certain administrative liability measures. This was reported by the Ministry of Labor, Social Security and Migration.
This measure is implemented in accordance with the Decree of the President of the Kyrgyz Republic No. 233 of June 24, 2026, and the resolution of the Cabinet of Ministers of the Kyrgyz Republic approving the Temporary Regulations on the voluntary departure of foreign citizens and stateless persons staying in the territory of Kyrgyzstan in violation of migration legislation.
During the specified period, foreign citizens and stateless persons who have voluntarily applied to authorized state bodies for the purpose of leaving Kyrgyzstan will be able to:
* be exempt from administrative liability for violations of migration legislation;
* obtain an exit visa without paying the state fee;
* freely leave the territory of the Kyrgyz Republic within the established period.
It is noted that for this, it is necessary to apply to the territorial subdivision of the Ministry of Internal Affairs of the Kyrgyz Republic to obtain the appropriate decision, after which to issue an exit visa through the e-Visa portal, attaching the necessary documents.
This opportunity can be used by foreign citizens and stateless persons who have violated the terms of stay, are staying with expired visas or other permits, as well as persons staying in the territory of Kyrgyzstan without documents confirming the legality of their stay.
At the same time, the temporary procedure does not apply to persons against whom criminal cases have been initiated, there are court decisions that have entered into legal force, unpaid fines or tax debts, as well as other categories of persons provided for by the legislation of Kyrgyzstan.
The Ministry of Labor draws attention to the fact that the provided opportunity does not provide for the legalization of stay in the territory of Kyrgyzstan, but is aimed exclusively at creating conditions for the voluntary departure of foreign citizens and stateless persons without the application of certain administrative liability measures and without payment for the issuance of an exit visa.
After the expiration of the temporary procedure, measures provided for by the legislation of the Kyrgyz Republic will be applied to foreign citizens and stateless persons who have not taken advantage of this opportunity and continue to violate the requirements of migration legislation.
