The President of Kyrgyzstan signed a Decree ‘On holding anniversary events dedicated to the 100th anniversary of Chingiz Aitmatov’s birth’.
As explained in the document, the decree was signed ‘for the sake of preserving and popularizing the rich cultural and spiritual heritage of the Kyrgyz people, for the worthy celebration of the 100th anniversary of the great son of the Kyrgyz land — Chingiz Torekulovich Aitmatov, an outstanding writer, humanist, philosopher, diplomat and statesman, Hero of the Kyrgyz Republic and People’s Writer of the KR, taking into account his contribution to the development of world literature, strengthening intercultural dialogue and promoting humanistic values, realizing his unique role in shaping national self-consciousness, in connection with the approaching 100th anniversary of his birth in 2028’.
Sadyr Japarov ordered to declare 2028 the Year of Chingiz Aitmatov.
The Cabinet of Ministers must:
* form by the end of the current year an organizing committee for the preparation and holding of anniversary events with the participation of state bodies, the scientific community, creative unions, civil society, foreign figures and international organizations;
* by the end of the first quarter of 2026, develop and approve a plan of events dedicated to the 100th anniversary of Chingiz Aitmatov;
* in developing the plan of events, provide for the renaming of the cultural-historical memorial museum complex ‘Chyngyz-Ordo’, located in the village of Sheker, Aitmatov district of Talas region, to ‘Aitmatov’s Universe’ (‘Aitmatov aalamy’) and completion of construction works;
* bring the infrastructure of the center and museum complex into compliance with international standards of cultural tourism;
* intensify efforts to internationally recognize Chingiz Aitmatov’s heritage, including organizing exhibitions, conferences and events abroad within the republican budget provided for the relevant year, as well as at the expense of other permitted sources of funding;
* initiate the issue of celebrating the 100th anniversary of Chingiz Aitmatov within the framework of UNESCO and other international organizations;
* submit proposals for the establishment of the International Prize named after Chingiz Aitmatov — for outstanding achievements in literature, philosophy, diplomacy and promotion of humanistic values;
* hold scientific and cultural events dedicated to the study and comprehension of the writer’s heritage;
* prepare and publish an academic collection of Chingiz Aitmatov’s works in the state, official and other languages;
* develop and implement a project to create artistic and documentary films dedicated to the life and work of Chingiz Aitmatov with the involvement of domestic and foreign filmmakers;
* hold large-scale cultural and educational events timed to the anniversary;
* name streets, schools, libraries and other facilities after Chingiz Aitmatov;
* issue a collectible gold coin ‘100th Anniversary of Chyngyz Aitmatov’ with a nominal value of 100 som from the ‘Historical Events’ series.
Funding for these events will be carried out within the framework of the republican budget, and work will be intensified to attract extra-budgetary and international resources.
The decree enters into force on the day of official publication.
