3. Digitization = condition for operation
Check-in with driver’s license (from January), data submission for migration registration, integration with booking channels.
4. The reform raises the entry threshold — but protects legal players from ‘gray’ competitors. For some, it’s an expense. For others — a barrier to competitors.
